policy war are as:In the 20th century there were many debates among scholars about the nature of international relations. The first debate took place in the inter-war period. This debate was marked by the great task of preventing thecontinuation of World War I. In the 1920's and 1930's, it stood between "idealists"/ "utopians" of liberalism and "realists" from realism (Wæver, 1992, pp. 10-11). This debate was with the outbreak of World War II wonby realism. In the 1950's and 1960's the second debate took place. It was foremost amethodological debate between traditionalism (human-focused, interpretative, normative, and historical-concrete) and behaviourism(structure-focused, explanatory, positive, and analytical-abstract), (Jackson & Sørensen, 1998, p. 141). This debate ended officially in a tie, but the discipline was left with a notion that higher scientific standards wereneeded. In addition, realism still stood much undisputed. This became the topic of the third debate. The debate of 1970's stood between realists, liberalists (interdependency and pluralism), and Marxism or radicals. Thedebate was a debate on ontology: what is international politic? , who are the actors? Is international politics subject to structure and how does it look? , what relations are most important? Etc. As everybody was verymuch inspired by Kuhn's theory of paradigms all three positions came to be three incommensurable paradigms with each independent idea of international relations. The outcome was that it became impossible to endthe debate with a clear winner. Instead they all began recognise each approach's insights to the discipline, (Wæver, 1992, pp. 11-14). It is noteworthy that this debate became in contrast to previous debates, one thatcould go on forever, debates that might fuse mutually non incommensurable truths which all were regarded as beneficial. However, when KennethWaltz published his book Theory of International Politics (1979)something did alter the nature of the ongoing debate. Waltz fully parted with the tradition of realism by ignoring its normative concerns. In stead he sought a much more scientific IR theory. He applied a positivistmodel of economics and unlike classical realist such asMorgenthau;Waltz gave no account of the less demarcated fields: human nature, the ethics of statecraft and history.What he proposed was a more minimalistmode of realism. Waltz's theory came to be known as neo-realism. Soon liberalists with Keohane (1984) also parted with traditional liberalism by down scaling their previous ethical interests and in the same spiritproduced a similar much more scientific andminimalist theory: neo-liberalism instutionalism. This allowed these two to move closer and now there exists more agreement than disagreement between them. In additionthey formed a joint research programme. The outcome was that criticism now came from radical cornor.
